Rear wheel not true, wheel or tyre likely ?

cleaning the bike today and noticed my rear wheel is all over the place when it spins.
Not whipped the tyre off yet to see if it's that being badly fitted (is it possible that the tyre is out ?)
When i spin with the pads almost touching i'm getting no movement in there, the pads don't touch.
So i rekon the inner/disc are good.
So it's either the outer rim or the tyre ?
