Help!!....hopefully basic help - kids grip shifters

I hope I can get some help on this.
I'm attempting some basic maintenance on my daughters Raleigh Diva, which has SRAM grip shifters.
Its the front cog....the grip shifters are ridiculously tight to turn. I struggle never mind my daughter!
What do you think is the main cause of this stiffness?
Is it something with the Grip?
Is it likely to be cable related? ie tenchion or wear?
Is it likely to be the derailleur?
Not sure if its a clue but I cant get the grip to turn anyone near the actual '3' on the grip itself. Some time ago I had to dismantle the grip to add a new brake lever..is it possible I have messed up there?
p.s... The bike has spent a considerable amount of time exposed to the outside elements!

change out the inner and out cables.

I'm thinking then I should replace all the cables TBH...so 2 times break and 2 times gears. Can I buy that in a set so its cheaper? Any ideas on best place to source?
Its a Raleigh Diva 24# wheel . ...Not sure what I should be ordering as I don't know if cables differ from kids to adults bikes?

All you need is 2 inner gear cables & 2 inner mountain bike brake cables, WD40 & some good oil (kids bikes use the same cables as adults)
WD40 is used to blast muck from within the outer cables (using the straw)
oil to lube the parts that need lubing
