Best bet is to go to your local bike shop - they should have it out!0

Aye, sounds like a bike shop job, they'll be used to stuck bolts and know the best technique for getting yours out. It's easier to ask for forgiveness than for permission.
I've bought a new bike....ouch - result
Can I buy a new bike?...No - no result0 -
Sounds like the thread is stripped. Try pulling on the screw with pliers as you turn it.0

Use a chisel or screwdriver to prize it up while unscrewing. Use a rag on the frame so you don't scratch it and it will also act as a pivot. You don't need to put much force as you on not levering it out just showing the screw which way to go.
Alternatively attack it with a hammer drill   :twisted:0 -
sounds like a suck bolt or the rivet for the tread has gone, take it to your lbs if you cannot get it out with pliers.0
