Help Removing Suntour four notch cassette lock ring

I'm trying to remove the cassette from an old Muddy Fox MTB. I've done this many times with modern Shimano cassettes, by using a chain whip and the correct cassette lock ring removal tool.
I have the Park Tool FR-3

but can't seem to get anything to budge. What I don't understand is that the notches the tool attaches too seem to be part of the hub rather than the cassette (unlike a Shimano one). No chain whip is needed to prevent the cassette spinning when trying to turn the tool anti clockwise, again unlike when doing a Shimano one.
The hub/cassette assembly on the bike looks like this:

so I'm pretty sure I'm using the correct tool. Am I just not using anough force, or doing something else wrong?

It is a freewheel rather than a cassette and freehub, which is why yo do not need a chainwhip.
They can take a lot of force! One old trick is to mount the tool in a vice, put the wheel on it and use the wheel as the lever.0 -

Ok, I get it now. I'll try really forcing it or find someone with a vice.

Got it off. Had to use part of my Park Tool bike stand to slot over the spanner and get extra leverage. That survived, but the one of the 4 teeth came off the tool. Oh well, it's off.0
