Fitting new deraillier & gear cable

Thought I'd have a bash at this myself and from my dry run seems straightforward enough.
Before I do this for keeps, two questions,
New gear able - would it benefit from a bit of lube before I put the outer jackets on it ? If yes, I only have Finish Line wet lube - would this be ok ?
When I fitted the derailler and cable on the dry run I could change the gears from the smallest cog upto the third by adjusting the rear adjuster knob. Couldn't get it to move onto second and first cogs.
When I present the cable to the deraillier, do you reckon I need to pull it through tighter before securing it and then start adjusting, or is very much a case of trial & error ?
