i am about 5 foot 4 and i dont know which frame size to buy.
i mainly ride at trail centres like cwm carn or afan (wales) iwant the frame to be big enough for going up but not so big i cant move around. i was thinking either 16 or 18 inches( the frame i want doesnt come in a 17inch size.)

what size was your old frame?

do you really mean frame or bike?

and i would say less than 16"

And it does depend on the maker you go for as to what size they call it.

    go try some for size.

I would say try a 16" and see how that feels then take it from there. Every manufacturer measures their frames differently so a 16" frame from one make is not the same 16" as the next, the best bet is to try different bikes from the manufacturers ur thinkin of buying.

U may be one of the unlucky ones that falls between 2 sizes in which case its better to buy the slightly smaller frame for safety reasons, u can always adjust the fit with seatpost and stem adjustments/changes.
