Back Brakes Sliding?

Hi, My back brake is make a sort of rubbing noise, the sort of noise you make running your finger along plastic. Iv checked the pads are not rubbing against the tyre and i have fiddled around with everyhting, but it still makes this noise. Iv looked and one of the pads seems to slid?
Is this right? anybody know how to stop it? I alos have tightened everything up as well

sounds like a V-brake
I hate adjusting the damned things almost as much as I hate.....
(nah, forget it, I am NOT going off on another rant tonight)

yeh its v brakes, and im pretty sure everything is there, could they be too dirty?0
