cheap BBs ?

Was looking around for a decent BB fairly cheap, I was about to get an RPM Power Pro but then I came across this:

worth a try or should I avoid? My instinct tells me to avoid cheap rubbish but my VP pedals held up pretty good so far...

and also if I remove the inner ring on a double ring crankset will the BB have to be a different size? It must be 113mm to run it with 2 rings so will it be smaller i.e. 108mm with a single ring?

the BB axle length stays the same.
