I would like a Cannondale CAAD9 but can't afford it. 
So I thought I'll do it bit by bit and build one with second hand parts but do CAAD9 52cm frames come up on the second hand market? If so where are good places to look? How much should I expect to pay for the frame?

Difficult to come by unfortunately, eBay is the most likely place, but again, like hen's teeth.
Just keep looking!

Your influence actually! Went to Royles. Had my size and all. Riding it back to the shop roadie bombs off the roundabout behind me looking like he's from Liquigas himself, turns and says "Nice ride mate!" And it was a nice ride, really nice! But.. no dice at home. Ah the pain of it all!.
