Tyre size?

Hello all, I have Mavic A719 rims on my cyclocross bike used for road riding. They are size 622 x 19. What is the smallest tyre size I can get away with? - I don't want to end up with any fitting difficulties but I would like to get narrow racing tyres. Is 28 the smallest or can I go down to 23 or 25? Any advice would be greatly appreciated. . .
