It depends on the shape of them - some are rounder than others and some stay flat and then the drops are pointier.
I generally have the flat section of the drops - the point that is pointing back towards you - at a slight upward angle - this keeps the part where the hoods are pretty level and works for me.
You see all sorts of angles out there though - a range of normals and then the funny ones where people must be built like orangutans to fit them.

Set up the drops first, so they are in the right place. Then put the STI's on, so that they're comfortable, then tape it up.0
