Seat Post size question (involves a shim!)

Hi guys,
Just looking at the Orange P7 specs on Orange's website and it mentions that the P7 frame uses a 27.2mm seat post and needs a shim to fit the frame of 29.8mm.

Now my question is this, can I just use a 29.8mm seatpost on its own without the shim, or am I missing the point of the shim?
