Stem spacer question

I fitted a new stem to my carerra crossfire and since doing so i cant take the play out of the headset. When i take the cap off the top there isn the 3-5mm space that is recomended - so do i need to add another spacer to lift the stem and give the required adjustment space ? If that is the case what size would i need - 5mm / 3mm ? Also i did a quick measurment and side to side ( spacer still on bke) the spacers are 1" 1/4 but when i seach for spacers they all seem to be 1"1/8.

    maybe if the top cap is bottoming out.

    what ever size is needed as long as the top of the steerer is above the top stem clamp bolt.

    Bont forget the stem bolts need to be slack when adjusting the bearing preload.

    Yeah even when the bolt is as tight as it will go there is still about 1-2mm play
