Seatpost clamps

Probably a stupid question but for seat post clamps are the sizes the next size up to your seatpost, so if my bike takes a 30.9 post (specialized) then do i need a 31.8mm seat clamp?

might do might not it depends on many things.
specialized list the sizes on their site.
Also it is often on the old clamp.
If the seat tube is a plain tube and you have a front mech fitted by band it is likley it will be a standard front mech band size. (not alwats though).

If you have the old one handy it should be written on the bottom.
My Rockhopper has a 30.9mm seatpost and takes 35mm seatpost clamp, but,
GF hardrock is also a 30.9mm seatpost but needs a bigger clamp.
