Hidden Headset - Thin Washers / Shims - Which Order?

I've just built up a bike with a ceramic bearing hidden headset and have struggled to get the headset installed so that the bars are free but there is no play.

I think I have the installation order correct but I'm not sure what the 2 thin shims/washers just under the top section of the headset add. Does anyone know where there are any exploded view diagrams of headsets available for me to check against?

I'd try to descibe the installation order of the parts I have but I don't know the terms for them.

    Can you tell us the make+model of headset?

    I'll have to check tonight, all I can recall at the moment is that the visible top cover is anodised gold and its labelled as a ceramic bearing. It's not a major brand (that I am familiar with) and came with the Pedal Force frame and forks.

    The headset I have is this one;

    I used the bike at the weekend and adjusted it slightly mid ride; I either had play in the forks while braking or steering that was too tight. Any hints would be appreciated.
