Strange headset - VP Stepstak

I've been given a headset - pretty standard 1" 1/8 Its manufactured by VP for Cane Creek. VP A76C it says.
It doesn't seem to have come with a bottom bearing race - the one you smack down onto the steerer tube.
However both the upper race and lower race are identical, apart from a separate seal and top plate for the top race.
Both races seem to be complete ie not needing any extra bearing surfaces.
My question is this - Should I remove the race surface that's currently jammed onto the steerer tube? If this is the case I'm not sure how I can achieve a rock solid interface between headset and forks, as I won't be able to jam any part of this bottom race onto the forks with out clouting it and damaging the the bearings.
Any help gratefully recieved

Having done a bit of research - this headset seems to be known as a semi cartridge - anyone any ideas how these are installed?0

Semi Cartridge used to mean a few things - one bearing set not a cartridge was the most common!
I am pretty sure it should have its own crown race. It is probably still on the old owners fork!
Have tyou any pics of all the parts?0
