V-Brakes - What's the difference

This is a slightly 'old school' question...
If you have cheap Pro-max V-Brakes and Shimano Deore V-Brakes, if you put the same brake pads on each; is the braking power the same for both?
I ask this because if you look at both brakes, the shape and size is more or less identical thus the level action (and therefore pressure on the wheel rim) should be identical also.
Surely putting the Shimano Deore brake pads on the Pro-max V-Brake will make them as good? Or am I missing something such as weight?

they are fairly similar. but IIRC the deore are a tad stiffer.
