Do they have arms?
When do you wear them?
Are they instead of a jacket?
Are they waterproof or just wind proof?
Is it just a fancy name for a thin nylon over jacket?
Are they usually yellow?

Do you need a Gilet if you have a soft shell jacket?

A Gillet does not have arms normally but some do have zip ons sometimes.
You can wear them whenever you feel the need to, normally when its a little breezy or cold to help keep the cold air off your chest.
Use them in any combination you see fit
some are waterproof and most are windproof
And they come in all sorts of colours but for winter a bright yellow one is always a good idea

    I've got two gilets

neither have arms, I wear them when it is cold but I want to train hard, mine are only waterproof on the back, no, no - both of mine are black and red (rowing kit), yes - more stash is always good.

The main benefit of gilets is that they keep the wind off your chest when you don't necessarily want the boil-in-the bag effect of a waterproof.

'gilet' is just the French word for a sleeve-less jacket. That's pretty much where the literal definition ends....
