using a Spoke Tension Meter to make strong factory wheel

I've been reading up on how to make a strong wheel. Seems you get the strongest wheel by having high, equal spoke tension in the wheel. Quality of the hub and rim is useful but not crucial.
I'm sure I could make a reasonable attempt at building a wheel myself, but that's not a practical option at the moment. So I figure a good option for getting a strong wheel would be to buy a decent factory built wheel and a Spoke Tension Meter. I'd then use the tension meter to crank up the tension on the spokes. This should be easy as the wheel should be reasonably well built with mostly equal spoke tension.
