how to fit a crown race?

can anyone tell me how to fit a crown race without cutting the steerer tube? i have the proper cyclus tool for fitting a crown race but it wont fit down the entire length of the steerer.

any ideas?

    Why do you want a crown race on an uncut steerer? You can surely take a bit off and leave it long enough to cover any eventuality and still use the tool?

    its ok i have done it now, i used an old bearing race to make up the length needed to use the cyclus crown tool.
