32c tyres, what thickness rim?

sorry, yet another question related to tyres from me today

i'm thinking of building up a new tourer/general road bike when money alllows(not into racing at all so weight from a steel frame is no problem for the odd weekend ride here and there) However i would like to get thicker tyres such as 32 or 28c tyres like scwalbe marathons on for light touring and also some thinner tyres maybe for general road duties, like a 25c

what is that maxium thickness tyre that can be fitted to a standard road rim eg. mavic open sport, could i get a 32c schwalbe marathon on it, could i get a 28c schwalbe marathon on it?

if not what is a good rim for light touring (i'm talking bar bag, two ortlieb front rollers on the back rack and a sleeping bag strapped to the rack) can i use a mavic open sport? or does it need to be more heavy duty bearing in mind i would only tour on it maybe 4-5 times a year, the rest of the time i would keep thinner tyres on it for general road stuff.
