When do I need to change the brake blocks?

The pad will have grooves in the surface, when these are gone the pads should be changed.

For the descending, instead of holding the brakes on, let them off for the straight parts and apply them harder leading into the corners. This will make you faster as well as saving your pads. The pads will wear faster in wet weather though, so it will get better in the summer.

Are you sure the pad isn't catching the tyre? Might be rubbing tyre rubber off and wearing the pad.
