Specialized Allez 08 specs mistake or correct?

On the specialized website the 2008 allez came with a 11-28 cassette and a short cage Tiagra derailleur with a compact chainset. Can a short cage mech handle those ratios? and isn't unusual to ship a bike like this with a 28?

    If you click on to the specs section it says :-
    CASSETTE
    Shimano Tiagra, 9-speed, 11-25t.
    You should check with a Spec dealer.

    It does for the 09 but not the 08.

    An 11-28 tooth cassette WIILL work with a 50/34 compact and a short cage Tiagra. I ran one for ages with NO problems. One of my bikes now has that set up but with a short cage 105 mech, and again no problems.
    I think it may be just outside the Shimano recommended spec, but there are plenty of people on this forum (according to previous threads) who run that rig successfully.
