Recommend me a pannier-type solution please

I have Altura panniers which clip onto a Topeak rear rack on my Dahon Jack folding commuting bike. Trouble is, I keep kicking them off into the middle of the road.
I don't much like the rucksack solution. Can someone recommend me a top pannier-type solution which works?
I commute into work and need to take an ironed and folded shirt, towel, toiletries and underwear in the pannier. Had a quick look in my local Evans today and couldn't find a top pannier bag that seemed big enough - and the biggest one, from Topeak, needed me to get a new rear rack with a special sliding connection as well. Is it worth the expense?

I presume this is a heel clearance issue, are there not racks around that allow you to push the panniers further back? I use altura panniers with a tortec rack, and haven't had any clearance problems.0
