Looking for a frame only that fits the following:
Horizontal dropouts
New not s/h
Suitable for winter road riding
Mudguard eyes desirable but not essential
Less than £100
Does such a thing exist?

I THINK RIBBLE HAVE V CHEAP DOLANS, BUT NOT SURE IF THEY HAVE FORKS? oops sorry caps lock on.
not sure if you can get one for £100.... maybe try ebay?0 -
Interesting, I had looked in Ribble, but not under track frames. That's a possible, but the 75 degree parallel geometry might be an issue. Will keep in mind anyway, thanks.
Tried ebay, but seems strangely difficult to get one that's not over 56cm. Weird.0 -
Hmmmmm, as far as i'm aware there aren't any of any repute. The cheapest on CRC is the pompino, as an eye-watering £154. I'd look on ebay for new langster or bowery frames.0

Don't recall ever coming across what you seek, with the possible exception of some that bankrupt-surplus occasionally ebays.d.j.

Webbline has one for 135 pounds.

There are very cheap frames available in the states (bikeisland, Alien Bikes, 8th inch, Pake, Iro), but by the time you have paid for shipping, they won't be cheap anymore.0 -
Elmy Cycles in Ipswich have some. They have plenty of tyre clearance, as I remember one of the shop team used one for grass track racing with 32mm tyres in. Faitly sure there are mudguard eyelets
Have a look at http://www.elmycycles.co.uk/
