Hand built wheels

Through reading these forums I have come to the conclusion that hand built wheels built by a good wheel builder are the things to have. I have however got a bit bogged down trying to decide what to get.
I would preferably like a lightish set of wheels( around about 16-1800 g ish)
Aero section
strong and reliable
On the bling side I'd quite like silver or anodized silver rims, which seems to count out quite a few so I might have to settle for black. and I'd like to keep the spoke count down to at least 28. I understand you can get 28 hole ultegra hubs. But maybe you can suggest alternatives. or even a factory wheel thats fits the bill.
my budget is between £2-300.

Also any recomendations for good builders. I understand Harry Rowlands at Brick lane Bikes is top dog. ?????
