stems & bar width

How do I know the diameter of my handlebars ? - and what stem size ie 1 or 1/1/8 should I choose if I want to replace the stem & forks ?

or is it a case of getting the ruler out !

    Wrap a bit of paper round them and mark where the two bits meet. Then open out and measure the distance with a ruler. Divide by 3.14 and you have a fairly precise diameter.
