marzocchi z150 fr brake caliper / rotor position

hi, i have a set of z150 fr forks (2004), they have a QR20 Axle system, but when i try to put the wheel in, it won't go, because the rotor seems to be too far away from the fork / caliper mount.
i have thought about putting shims / washers to push the rotor over , and doing the same to the caliper.
what is the best way to make the 2 fit?
any help will be greatly appreciated.
