Dunno who makes the BEST ones, haven't tried them all, but the 661 Race knee/shin pads are pretty comfy, secure and have saved my legs a few times.
Brand X ones are very popular and a bit cheaper too.0 -

Brand-X are reasonable, but you get what you pay for, after a while they start slipping.
