Any ideas why Kohl is not Riding the Vuelta?

Okay I know this guy is mega ugly but any ideas why he was not included to ride the Vuelta?

    he had a fairly hectic schedule at the start of the year and rode flat out right up the giro. Then he skipped the giro in favour of a holiday.... he is riding the tour of germany this week

    ahh okay - I didn't realize he was riding the Tour de .DE - I really hope we see more of him next year.
