paint coming off

This weekend I noticed my ribble has a paint coming off the back hanger where the quick release is, the paint seemed to flake off but and has exposed the metal around where the quick relase meets the frame. The frame is only two months old. Would ribble do anything about this, would this be covered under the frame warrenty?
