You can technically both ways. You shouldn't though. 24 to 26 stretches and you can't inflate it properly. 26 to 24 is overly heavy, will move as you inflate possibly causing tearing around the valve and you get plenty of pinch flats iirc. For the sake of a £4 inner tube I wouldn't really bother. or 7quid if your riding stuff that requires DH tubes.
Tubeless is the way forward.

I came across a cheap tube in a friends horrible cheap bike, that had a narrower section that you could double up to change the diameter. It was so nasty though, inflated without a tyre it just expanded to about 2m across!
