Tuning gear settings?

I have fitted a new RH gear shifter (Shimano XR I think?) and connected all cables up. I cannot get into all gears and have messed with L and H screws to adjust rear derailleur setting but this has not made much difference. Any idea how to fix this?

read the how too on parktools. But first you do have a shimano rear mech?
