stuck bolts

How can I get the bolts in the frame out if they just spin round ? I need to fit ssome accessories to my bike frame. Any ideas.

    the bolts on the upright of the frame, i suppose they are for fitting a drinking bottle frame to, I want to fit a pump.

    sounds like the rive nuts have come lose. try and hold them so that the Nut part stops moving.

    then get them re set, replaced.
