I've never done it myself, but know plenty who have - Kermesse racing in Belgium. Each town or village has a carnival with a bike race which is usually a criterium around the town. Pretty well anyone with a license can sign up and join in, but they can be unbelievably hard - they start fast and get even quicker. Prize money can be quite good, so you can get all levels from ex-pros to have-a-go juniors. In the summer you can pretty well race 5-6 times per week in West Flanders. You often see poster for bike races in local bars and cafes - but speaking Flemish helps. Don't know about France - you'll probably best to look on the French Federation website.
Make mine an Italian, with Campagnolo on the side..
