Many riders use old inner tubes as chainstay portectors which Is what I think you are thinking of by wrapping it round the chainstay. They do this because its an cheap way to protect the chainstay from chips, scratches and prevents noise.

I can highly recommend the SDG Bel Air. Very comfortable and I think on-one were selling them for about £20 but don't quote me on that.

I highly recommend the Cove Stiffee. Tried both the stiffee and the chameleon and ended buying the stiffee.
