I think it counts. All the riders did the race and it will go on his palmares. Just because few riders tried, makes it no different than most other TTs.
However, if Cofidis win before another Ineos win maybe we could have a 1949 Paros-Roubaix situation with two winners.

That's what we're discussing. The stage was neutralised for GC and apparently had UCI points stripped, so it counts as long as Rich says it counts

It's a race win for sure. But if it's not deemed worth UCI points, it's generous to class it as a UCI .1 race. UCI seem to be treating it as a worthless standalone race.
